Appeal Procedures, Representation, and Document Preparation
A Certified Special Administrative Procedures Legal Specialist is authorized to represent clients in procedures for administrative appeals, including requests for administrative review, re-investigation, and re-examination concerning permits and approvals related to documents prepared by an administrative scrivener and submitted to government offices, as well as to prepare the necessary documents for submission.
When you receive a notice of an administrative disposition and feel that the decision is illegal or unfair, you may request a reconsideration directly from the administrative authority instead of immediately resorting to litigation.
However, since strict time limits apply to appeal procedures, it is crucial to take prompt action.
A Certified Special Administrative Procedures Legal Specialist is also authorized to engage in administrative procedures and administrative appeal-related services.

Matters Not Handled by a Certified Special Administrative Scrivener / Important Notes
Not all permits and dispositions are eligible for appeal procedures. Eligibility depends on the specific case, relevant laws, and the nature of the administrative disposition.
Filing an appeal does not guarantee that the original disposition will be overturned. The feasibility and likelihood of success must be determined individually based on the circumstances.
Representation in court litigation is not permitted. This means we cannot act as legal representatives in administrative litigation conducted in court. In such cases, you will need to engage an attorney. We can provide proper case handover.

System Change Effective January 1, 2026 Due to Legal Amendment
Until December 31, 2025, only cases involving documents “prepared by” an administrative scrivener and submitted to government offices were eligible for handling.
However, under the revised law promulgated on June 13, 2025 and effective January 1, 2026, cases involving documents that an administrative scrivener is “legally authorized to prepare” will also be covered.
Accordingly, even for documents prepared and submitted by the client personally, we will be able to represent clients in administrative appeal procedures such as requests for review, re-investigation, and re-examination, and prepare documents for submission to government offices.
